ما هو “ممنوع!”؟

“ممنوع!” هو مسلسل كوميدي لبناني على الإنترنت يصوّر الحياة اليومية في مكتب الرقابة.
القصة: مدير المكتب (سيدنا)، متنبّهاً لتنامي الشعور السلبي تجاه الرقابة من قبل الصحافة والرأي العام، يقرر دعوة فريق تصوير أفلام وثائقية إلى المكتب لنقل “حقيقة ما يجري هنا”.

“سيدنا” متأكد – وبكل صدق – أن الرأي العام سيتفهم وسيقدر عمل المكتب لو كان على اطلاع عما يفعله فريق عمل الرقابة كل يوم. إلا أن المواقف الكوميدية ستطغى على عملية “العلاقات العامة” تلك، مع تصوير الفريق الوثائقي للروتين اليومي لعمل “سيدنا” وفريق عمله، مع ما يتخلله من غرائب وعجائب.
“ممنوع!” عمل متحرر من كل أشكال الرقابة. تم إنتاجه وسيتم عرضه دون مراجعة أو مراقبة أو موافقة أي جهة عليا.

لماذا “ممنوع!”؟

على مدى سنوات، جهدت عدة مؤسسات غير حكومية في الدفاع عن كتاّب ومخرجين ومنتجين يتعرضون لمقص الرقابة.

إلا أن معظم هذه المحاولات اقتصرت على انتقاد قرار معين بمنع فيلمٍ ما أو مسرحية ما، ومحاولة كسره، من خلال رفع الصوت في وسائل الإعلام اللبنانية وعبر شبكات التواصل الاجتماعي. اما نتائج هذه المواجهة، فقد كانت متواضعة، إذ أنها لم تواجه بشكل مباشر منظومة الرقابة في لبنان. وبسبب ذلك، تنحسر سريعاً موجة الرفض لقرارات الرقابة، إلى حين بروزها من جديد، عند صدور قرار آخر.

فئات كبيرة من المجتمع اللبناني لا تعرف آليات الرقابة، ولا تعبر عن اكتراث كبير بالقرارات التي يصدرها مسؤولو مكتب الرقابة.
“ممنوع!” يشكل أولاً محاولة لتعميم المطالبة بتعزيز الحريات الثقافية في لبنان. وثانياً، من خلال إبراز “سخافة” معظم قرارات الرقابة، يأمل العمل أن يدفع المواطن اللبناني للتفكر: من يتخذ القرارات؟ لماذا وبناءً على أي معطيات أو خبرات تتخذ قرارات الرقابة في لبنان؟

يسعى “ممنوع!” للتأثير على سياسة الرقابة في لبنان، إلا أنه يبقى أولاً واخيراً عملاً كوميدياً سلساً هدفه ترفيه اكبر عدد من المشاهدين.

من أطلق “ممنوع!”؟

“ممنوع!” هو فكرة نديم لحود بالاشتراك مع مركز الدفاع عن الحريات الإعلامية والثقافية “سكايز” في مؤسسة سمير قصير. لقراءة أسماء كافة من ساهم في إنتاج العمل، الرجاء الضغط هنا.

تم إنتاج هذا العمل بدعم من الاتحاد الأوروبي. إن محتوى هذه العمل يُعبر حصراً عن رأي مؤسسة سمير قصير وهو لا يعكس بأي شكل من الأشكال وجهة نظر “الاتحاد الأوروبي”.

What is “MAMNOU3!“?

MAMNOU3! (meaning forbidden in Arabic) is a Lebanese internet-comedy about the day-to-day inner workings of the country’s censorship bureau.
The story: The head of the Bureau (El Colonel) sensing rising bad sentiment from the press and the wider public towards censorship, decides to invite a documentary film crew into his office to show the country “what they really do”.
El Colonel feels – in all sincerity – that the public would not only be more understanding but even appreciative if only they knew more about what he and his team did on a daily basis. But this attempted PR exercise turns out to be a rather comical affair as the film crew follows El Colonel and his staff through their daily routines revealing the many comical absurdities of their work…

MAMNOU3! is totally free from the shackles of censorship. It was produced and will be watched without the review, oversight or consent of any higher authority.

Why “MAMNOU3!“?

For years, certain non-governmental organisations have done an exemplary job tirelessly defending authors, directors and other producers as they face the recurrent battering of state censorship.

Most of the activities of civil society in this regard have been limited to trying to reverse individual censorship rulings after they have been pronounced. This is usually done by creating a temporary sense of outrage through conventional Lebanese media as well as social media channels. This defensive approach has achieved mixed results.

Little has been done to attack the very institution of censorship.

Indeed, the temporary sense of outrage mentioned earlier surrounding the banning of specific works is often limited to a certain intellectual elite and usually looses steam only to be revived again once the next case occurs.
Large sections of the Lebanese population remain either apathetic or ignorant of the decisions being made on their behalf by the censorship supremos.

MAMNOU3! is first and foremost an attempt to popularise the fight for cultural freedom in Lebanon. By highlighting the absurdity of state censorship, the series invites the citizen to ask the following question: By whom, why and by what authority is censorship carried out in the Lebanese State?

MAMNOU3! definitely aims to have a political impact but it also holds on to its true nature: That of a light and fun comedy that aims first and foremost to amuse viewers in the largest number.
